The story of Glimmer and Gleam follows a collection of characters as they travel across their world following the lift of a restrictive travel ban. The protagonists, as a part of the clandestine agency COVEN, are tasked with investigating the sites of several unnatural disasters in a desperate attempt to learn concrete information about why they occur and how to stop them (The Gleam). However, their journey won't be as routine as they expect as political moves and the participation of more opportunistic parties begins to alter their path.
The actions of one politician (Governor Marley), unbeknownst to COVEN, has been developing weapons and technology containing components either produced by or directly responsible for these unnatural disasters. While on the other side of the continent, an organization rival to COVEN has discovered that certain individuals, whose humanity has been irreparably changed by these disasters, may be very useful to their cause.
