Shannon Bohrer served with the Maryland State Police Department from 1968-1995 and then as a Firearms Instructor for the Federal Bureau of Investigation and a Range Master for the Maryland Police and Correctional Training Commissions. He holds an M.B.A. from Frostburg State University and a B.S. in Criminal Justice Administration from the University of Baltimore. He currently serves as an expert witness on police officers' use of force for both state and federal courts.

Throughout his law enforcement career, Shannon developed a workshop on deadly force issues for the United States Attorney’s Office in Washington, D.C., participated in grant research and special projects, guest-lectured at academies, and was a panelist and presenter at law enforcement conferences and events. He presented “De-Escalation: Reducing Liability and Increasing Safety” for the Bureau of Justice Assistance at the International Association of Chiefs of Police in 2015.

Shannon’s numerous publishing credits include, “Law Enforcement restraint in the use of deadly force within the context of The Deadly Mix” (International Journal of Police Science and Management, Volume 14, Number 4, co-written, fall 2012); “Law Enforcement Perspective on the Use of Force – Hands-On, Experiential Training for Prosecuting Attorneys” (FBI Law Enforcement Bulletin, co-written, April 2009); and “Restraint in the Use of DEADLY FORCE: a Preliminary Study” (FBI Law Enforcement Bulletin, co-written, June 2012); “Investigation of Suicide by Cop Incidents” a chapter in a book titled Suicide By Cop A Comprehensive Examination of the Phenomenon and its Aftermath, co-written, 2015, by Vivian B. Lord, Ph.D.

Shannon is a member of the Maryland Troopers Association, Maryland State Police Alumni Association, International Law Enforcement Educators and Trainers Association (ILEETA), American Civil Liberties Union, Southern Poverty Law Center, and the Union of Concerned Scientists. He also serves on the board of Frederick Housing, a non-profit for affordable housing in Frederick County, writes a monthly column, “Words from Winterbilt,” for the Emmitsburg News-Journal, and is a member of the Maryland Writers’ Association.
