Janette Sheil has over three decades of progressive experience in the federal probation system, specializing in program development, strategic planning, national policy oversight and technology and business integration. During her career, she served in significant leadership roles, including as Supervising United States Probation Officer, and most recently, as Division Chief of Program Oversight and Support at the Administrative Office of the U.S. Courts.

Janette worked with Eloy Salgado, Jr. for over 30 years expanding the concept of Emotional Incarceration and developing related educational materials, leading to the creation of the Emotional Incarceration guide. A passionate writer, trainer, and public speaker, she has presented at numerous national conferences and contributed to the Federal Probation Journal on topics ranging from accountability to sentinel event reviews. She holds a Bachelor of Science in Social Work and a Master of Science in Criminology with a focus on Counseling Psychology.
